The top two countries for international adoption completely changed for 2009. China and Ethiopia are now the top two countries with Russia remaining in the number three spot. In 2008, Ethiopia moved up into 4th place from 5th, but in 2009 - Ethiopia moved up again - into second place. Guatemala, usually a very popular country to adopt from, dropped from first place to fifth place in 2009. The number of international adoptions as a whole are continuing to drop and have been over the past four years when the decline in international adoptions began.
I wondered last year if the changes in adoption polices and the economy would have an impact on international adoption numbers in 2009. The answer to that is clear - yes.
