The very first step toward completing an Ethiopian adoption is to select an adoption agency that is licensed within the State they operate. There are approximately twenty adoption agencies in the United States that have been authorized by the Ethiopian government to be an adoption service provider.
As with any adoption, it is recommended that prospective adoptive parents do their homework when selecting an adoption service provider. Consider asking other adoptive parents for their input as well as the Better Business Bureau.
Adoptions are handled in Ethiopia by the Adoption Team in the Children and Youth Affairs Office (CYAO), which is a part of the Ministry of Women's Affairs (MOWA). MOWA investigates and selects orphans in need of adoptive parents and authenticates and creates a dossier on the adoptive parents. MOWA also holds the dossiers on the children in need of adoptive homes.
