Through the Welcome House Adoption Program which was began in 1949 by Pearl S. Buck an adoptive mother of several bi-racial children herself, families can adopt from China, Korea, and the Philippines. Russian adoptions are made possible through partnership with Commonwealth Adoptions International. They also provide home study and post placement services for independent adoptions from other countries. Domestic adoptions can be made with the state of Pennsylvania's Statewide Adoption Network (SWAN) for families for children in the foster care system.
PLAN Loving Adoptions
Now
is a fully licensed, private, nonprofit adoption agency in the State of Oregon. They place infants and children from the United States and various countries around the world. Programs include: domestic, China, Columbia, Guatemala, Haiti, Liberia, Russia, and the Ukraine.
