Definition:
An adoptee's amended birth certificate lists the names of the adoptive parents as mother and father. The adoptee's first or original birth certificate that lists the biological parents as mother and father is kept confidential by the state register of vital records. Only in an open adoption records state may an adoptee be able to access this information.
Many in the adoption community do not believe that amending a birth certificate is right and refer to it as a "legalized lie."
