According to the AFCARS Report (Adoption and Foster Care Analysis and Reporting System Report), by September 30, 2002, the average length of stay in a foster home was 32 months. 18% waited 1-5 months, 16% waited 6-11 months, 12% waited 12-17 months, and 16% watied 5 years or more.
