Q. Can a U.S. Child Be Adopted by Parents Who Are Citizens of Another Country?

I get this question in my inbox quite often, so I decided it was time for me to do a little research.
A. Short answer - Yes. I called the U.S. State Department and after several operator changes I got a solid answer. It is possible for a U.S. child to be adopted by people in another country. As long as the state agency allows for the adoption and all regulations and laws of the state as well as of the adoptive country are met.
